Interpretations and Facts:
The following quotes come from David R. Reagan’s article entitled Daniel’s 70 Weeks of Years. This article may be found here: Daniel's 70 Weeks of Years.
All quotes from Mr. Reagans article are in red italics.
All quotes from the Scripture are in blue italics.
The Jewish Context and Goals
Another important thing to keep in mind about the context of the passage is that it is directed to the Jewish people. The opening words of the prophecy make this clear: "Seventy weeks have been declared for your people and your holy city..." (Daniel 9:24). The focus of the prophecy is the nation of Israel and the city of Jerusalem.
The prophecy begins by stating that six things will be accomplished regarding the Jewish people during a period of 490 years:
- "Finish the transgression"
- "Make an end of sin"
- "Make atonement for iniquity"
- "Bring in everlasting righteousness"
- "Seal up vision and prophecy"
- "Anoint the most holy place"
At the end of this article I have given a Scriptural account of each of the above six points. In my opinion the Scripture is abundantly clear that the Messiah accomplished these six goals at His first coming. I agree with Mr. Reagan’s point that this prophecy was written to Daniel’s people. I would point out though, that in the context of the entire Scriptural record the Jewish people were the custodians of the law, covenant and promises. (see Rom. 9:3-5 below) In Yashua’s own words He was not sent but to the “lost sheep of the house of Israel”. But note also in Yashua’s own words when He says: “I have finished the work thou gavest me to do”. It was through Daniel’s people that the Messiah would come as the promised “seed”. So while this prophecy was given to Daniel’s people it was a promise for all mankind. Please see the end of this article for a Scriptural explanation of the fulfillment of each of the above 6 points.

Romans 9:3-5 3 For I could wish that myself were accursed from Christ for my brethren, my kinsmen according to the flesh: 4 Who are Israelites; to whom pertaineth the adoption, and the glory, and the covenants, and the giving of the law, and the service of God, and the promises; 5 Whose are the fathers, and of whom as concerning the flesh Christ came, who is over all, God blessed for ever. Amen.
"The crucial question relates to when the decree was issued "to restore and rebuild Jerusalem." There are three possible dates:
- 538 B.C. — Cyrus, King of Persia, issued a decree to Zerubbabel to rebuild the Temple in Jerusalem (2 Chronicles 36:22-23; Ezra 1:1-3; and Ezra 6:1-5).
- 457 B.C. — Artaxerxes, King of Persia, issued a decree to Ezra authorizing him to reinstitute the Temple services, appoint judges and magistrates, and teach the Law (Ezra 7:11-26).
- 445 B.C. — Artaxerxes issued a decree to Nehemiah to rebuild the walls of Jerusalem (Nehemiah 2:1-8)."
Unfortunately Biblical scholars for the most part have ignored the most obvious and most important commanded given to “restore and rebuild Jerusalem”. That command was given by YHWH through the two witness of Haggai and Zechariah.
Zechariah 1:16-17 16 Therefore thus saith YHWH; I am returned to Jerusalem with mercies: my house shall be built in it, saith YHWH of hosts, and a line shall be stretched forth upon Jerusalem. 17 Cry yet, saying, Thus saith YHWH of hosts; My cities through prosperity shall yet be spread abroad; and YHWH shall yet comfort Zion, and shall yet choose Jerusalem.
Ezra 6:14-15 14 And the elders of the Jews builded, and they prospered through the prophesying of Haggai the prophet and Zechariah the son of Iddo. And they builded, and finished it, according to the commandment of the God of Israel, and according to the commandment of Cyrus, and Darius, and Artaxerxes king of Persia. 15 And this house was finished on the third day of the month Adar, which was in the sixth year of the reign of Darius the king.
"On the surface, the third decree, the one issued to Nehemiah, seems to be the most obvious candidate for the starting date of the prophecy, for it is the only one that specifically relates to the rebuilding of the city. For that reason, most commentators have selected it as the beginning of the 70 weeks of years."
I know that Mr. Reagan does not agree that the 3rd decree above is the “commandment to restore and rebuild”. But it should be noted that the above statement presupposes that restoring and rebuilding Jerusalem began with a command or permission given to Nehemiah to rebuild the wall of Jerusalem. In the context of Ezra, Zechariah, Haggai and Nehemiah rebuilding Jerusalem began with the restoration and rebuilding of the Temple which had been started under Cyrus and had to be restarted under Darius. This event in context was the de facto event that marked the restoration and rebuilding of Jerusalem. The people were even chastised by YHWH for working on their own houses while the House of YHWH lay in disrepair. The city of Jerusalem was in fact being rebuilt from the 1st or 2nd year of Cyrus. Think about it for a second. Why does rebuilding the wall of Jerusalem rank as a more important event in rebuilding of Jerusalem than does the very focal point of Jerusalem itself the House of YHWH. Note the exact statement from Daniel:
Daniel 9:25 25 Know therefore and understand, that from the going forth of the commandment to restore and to build Jerusalem unto the Messiah the Prince shall be seven weeks,
Daniel 9:25 states that from the “commandment to restore and build Jerusalem unto the Messiah”. The text does not state the rebuilding of the wall and the street is part of the commandment to restore Jerusalem. In fact the text seems to indicate that the street and the wall are rebuilt sometime during the 62 “week” period. Why the focus on the wall and the city proper when since the time of Solomon the House of YHWH was the physical and spiritual center of Jerusalem. In the scale of Scriptural weights and measures whose “commandment” holds more weight, a commandment given by gentile kings and rulers or a command given by YHWH. The true irony of this discussion is that the command given by YHWH is not even mentioned or considered.
"Daniel's prophecy next states that the 490 years will be divided into three periods as follows: seven weeks (49 years) plus sixty-two weeks (434 years) plus one week (7 years). He states that at the end of the first two periods (69 weeks or 483 years), the Messiah will be "cut off," a seemingly clear reference to the crucifixion. He then states that both Jerusalem and the Temple will be destroyed."
If the Messiah is “cut off” at the end of the 483 year wouldn't’t this place His death in the 70th “week”?
"The prophecy concludes by focusing on the last week of years. It says that following the death of the Messiah and the destruction of Jerusalem, "the prince who is to come" will make a covenant with the Jewish people that will enable them to reinstitute their sacrificial system. This prince will come from the same people who destroyed the Temple (the Romans)."
The above statement is not correct. Daniel 9:27 does not indicate anyone enabled the Jewish people to “reinstitute their sacrificial system.” It does state that “He” will cause the sacrifice to cease. The above statement by Mr. Reagan also presupposes the “He” is the Anti-Christ when in fact it does not clearly state such. The “prince that shall come” of verse 26 does not necessarily have to be the He who confirms the “covenant” of verse 27. In fact I believe the Scriptural evidence shows otherwise.
It is interesting to note that Daniel 9:4 mentions a covenant which Daniel says YHWH keeps with his people. What is the covenantal theme of the Old Testament? It is the covenant of the promised “seed”. This was the covenantal promise made to Adam and Eve, Noah, Abraham, Isaac, Jacob and fulfilled or “confirmed” in Yashua (Jesus) the Messiah. If there is one theme in the Scripture that cannot be more clear it is the covenantal promise of the Messiah. The fact of the matter the Scripture without any ambiguity states the Messiah is the one who confirmed this covenant.
Galatians 3:16-17 16 Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ. 17 And this I say, that the covenant, that was confirmed before of God in Christ, the law, which was four hundred and thirty years after, cannot disannul, that it should make the promise of none effect.
It was indeed Yashua’s confirmation of the Covenant mentioned here in Galatians which brought about the end for the necessity of sacrifice and oblation. The books of Hebrews and Romans makes this perfectly clear. It was in fact during the middle of the 70th “week” when the sacrifices ceased and they have not been reinstituted yet. It was because of the “overspreading abominations” that “He” caused it all to end. This does not sound like the act of a man but the righteous judgments of YHWH.
Daniel 9:4 4 And I prayed unto YHWH my God, and made my confession, and said, O Lord, the great and dreadful God, keeping the covenant and mercy to them that love him, and to them that keep his commandments;
Daniel 9:27 27 And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.
"He will return the second time at the end of a seven year period that will begin with a treaty that allows the Jews to rebuild their Temple and reinstitute the Mosaic system of sacrifices."
Again this is not based upon the evidence of Scripture but a presupposed interpretation. Daniel 9 in no way indicates a covenant is made which allows the Jewish people to rebuild their temple.
"Some would counter by saying that the Jews used a lunar calendar and therefore thought only in lunar terms when calculating time. But that simply is not true. The Jews have never relied on a pure lunar calendar, like the Muslims do. The Jews have always used a lunar/solar calendar. Their months are 30 days long, but they insert what is called an intercalary month every so often to make adjustments for the true solar calendar."
This in not entirely correct either. The Jewish religious calendar is tied directly to the lunar cycle. This lunar cycle is 29.53 days in length. The lunar cycle is also synchronized with the agricultural cycle (solar year) by means of an intercalation.
In practical application this means that some years there are 12 lunar cycles of 354.36 days in a “year” and about once every 3 years there are 13 lunar cycles of 383.89 days in a year. So strictly speaking the “year” of the Jewish people varies from 354 to 383 days in length. So if the 70 “weeks” of Daniel 9 were meant to be calculated based on the Jewish year it would likely have used a certain number of lunar cycles as describe above. This of course assuming the “year” was not meant to be some other symbolic number of lunar cycles.
"The indication of this passage is that Daniel interpreted Jeremiah's prophecy of 70 years to be 70 regular years as defined by the Jewish lunar/solar calendar. And again, if his subsequent prophecy about the 70 weeks of years was to have any meaning to the Jewish people, it had to be understood in terms of regular years, not "prophetic years" of 360 days each."

"Now, using Ezra's decree as the staring point (457 B.C.), if we count forward 483 years we will arrive at 27 A.D."
This simple statement above is the foundation upon which Mr. Reagans entire interpretation of Daniel 9 rests. Yet there is absolutely no explanation or evidence given to support this statement.
Most people who are not familiar with the Persian chronology have no idea the degree to which the above statement of 457 BC is based on fact or personal assumption. It may surprise many to learn that the above statement cannot be proven from any evidence of the Scripture.
There are several assumptions in the above statement. The1st is the assumption that the “Artaxerxes” of Ezra is Artaxerxes Longimanus. An inconvenient complication is the fact that there are several Persian “Artaxerxes”. You see Ezra and Nehemiah were contemporaries. And the Scripture states that Nehemiah was governor in the reign of “Artaxerxes” from the 20th to the 32nd year of his reign. So our “Artaxerxes” of Ezra and Nehemiah must have ruled for at least 32 years. This means that we have 3 Persian “Artaxerxes” who would qualify to be the “Artaxerxes” of Ezra and Nehemiah. These kings are:
Darius son of Hystaspes - 36 years
Longimanus – 41 years
Memnon – 46 years
There is not one piece reasonable Scriptural evidence that supports the supposition that Ezra and Nehemiah were alive during the reign of Longimanus. There are several serious Scriptural obstacles to Mr. Reagan’s assumption. They are as follows:
1. The Scripture shows that Ezra’s father was Seraiah, the last high priest of Solomon’s temple. Seraiah was killed shortly after the destruction of the Temple in Jerusalem. The following table gives the absolute minimum age of Ezra based on the above evidence. Keep in mind that Ezra was still alive 14 years later in the 21st year of one of these “Artaxerxes” where the law was read during the feast of Tabernacles to all the people in the 7th year of the Sabbath cycle. Also keep in mind this assumes that Ezra was only 1 years old at his fathers death.

2. Many of the men who originally went up in the 1st year of Cyrus with Joshua and Zerubbabel were still alive in the 20th year of this “Artaxerxes”. Table 6.3 below gives their lowest possible ages for these men in the 20th year of "Artaxerxes". This again assuming the most minimal ages for these men as leaders of their people.
 

3. Joiakim was a contemporary of Nehemiah as well as Akkub and Talmon the porters.

Nehemiah 12:25-26 25 Mattaniah, and Bakbukiah, Obadiah, Meshullam, Talmon, Akkub, were porters keeping the ward at the thresholds of the gates. 26 These were in the days of Joiakim the son of Jeshua, the son of Jozadak, and in the days of Nehemiah the governor, and of Ezra the priest, the scribe.
4. The natural chronological flow if Ezra 6 & 7 shows that House of YHWH was completed in the 6th year of Darius and then in the 7th year of Darius “Artaxerxes”, Ezra went up to Jerusalem.
 
Ezra 6:14-15 14 And the elders of the Jews builded, and they prospered through the prophesying of Haggai the prophet and Zechariah the son of Iddo. And they builded, and finished it, according to the commandment of the God of Israel, and according to the commandment of Cyrus, and Darius, and {even} Artaxerxes king of Persia. 15 And this house was finished on the third day of the month Adar, which was in the sixth year of the reign of Darius the king.
5. The historical records confirms that Darius son of Hystaspes was the “Artaxerxes” and “Ahasuerus” who rule over 127 proveniences.
"Further evidence that this date is correct is the fact that it would place the end of Jesus' 3 1/2 year ministry in the spring of 31 A.D. And that happens to be the most likely year of the crucifixion."
A problem with this statement is that the 3.5 year ministry of Yashua is based on opinion not concrete Scriptural evidence. The gospel of John only specifically shows 3 Passovers between the start of Yashua’s ministry and His crucifixion. Many claim the unnamed feast of John 5:1 is a Passover. The evidence of the text though, suggests this unnamed feast was 4 months before the harvest. This would make it the feast of Pentecost. Any other theory is based on virtually no evidence.

Most scholars have tried to place the crucifixion in either 30 or 33 A.D. because these are the only two years in the time frame of Jesus' death when Passover fell on Friday. The belief that Jesus was crucified on a Passover that fell on Friday is based on a statement in Mark 15:22 which says the crucifixion took place on "the day of preparation before the Sabbath."
But this statement does not necessarily mean that the crucifixion took place on a Friday. Such an assumption is rooted in Gentile ignorance about Jewish feast days. What the Gentile church has failed to recognize over the centuries is that the first day after Passover is a feast day, or "High Sabbath," because it is the beginning of the Feast of Unleavened Bread. It is considered to be a Sabbath regardless of what day of the week it falls on (Numbers 28:16-18)."
1st it should be noted that “preparation day” is a Greek phrase used only in respect to the 6th day of the week. This is confirmed by both the Scriptural and Historical record.
"Gentile ignorance" notwithstanding, the Scripture does not once refer to the 1st or 7th day of the Feast of Unleavened Bread” as a Sabbath or Shabbathown. (Sabbath or a Rest) The fact of the matter this feast is the only one in which all work is not strictly forbidden. So yes the feast is a miqra or a “Holy Convocation” but it is not a Sabbath or Rest. Bearing this Scriptural fact in mind then, the 15th of Nisan would never have been called a “high Sabbath”. The reason the Sabbath of John 19:31 was called a “high Sabbath” was because it fell during the Feast of Unleavened Bread, thus elevating the 7th day to a place of special importance.
Exodus 12:16 16 And in the first day there shall be an holy convocation, and in the seventh day there shall be an holy convocation to you; no manner of work shall be done in them, save that which every man must eat, that only may be done of you.
The Gospels make it clear that the crucifixion week had two Sabbaths. Mark 16:1 says a group of women bought spices to anoint the body of Jesus after the Sabbath was over. But in Luke 23:56 it says they bought the spices before the Sabbath and then rested on the Sabbath before proceeding to the tomb.
Luke 23:54-56 54 And that day was the preparation, and the sabbath drew on. 55 And the women also, which came with him from Galilee, followed after, and beheld the sepulchre, and how his body was laid. 56 And they returned, and prepared spices and ointments; and rested the sabbath day according to the commandment.
Mark 16:1-2 And when the sabbath was past, Mary Magdalene, and Mary the mother of James, and Salome, had bought sweet spices, that they might come and anoint him. 2 And very early in the morning the first day of the week, they came unto the sepulchre at the rising of the sun.
Some claim the plural usage of Sabbath’s in the gospel texts supports two Sabbaths. One problem with this reasoning is that over 1/3 of the times Sabbath is used it is in the plural form and most of these cases are without a doubt references to the 7th day of the week.
The Gospel of Mark does in fact indicate that the women “bought” spices after the Sabbath was past. Since the Sabbath officially ended at sundown the women could have legally bought spices on the 1st day of the week but before they went to the tomb in the morning.
Mr. Reagan is incorrect in his reference to Luke 23:54-56 in that it does not say the women bought spices on the preparation day. They “prepared” spices. Even if they had bought spices this would not have presented a problem because they could have done so any time before sundown.
Based on the evidence of the text it is likely that the Joseph of Arimathaea and Nicodemous took the body of Yashua to the tomb and anointed the body with 100 lb. of spice. After seeing where Yashua’s body was place the women return and prepared what spices they had for their anointing of His body. For whatever reason the women had cause to purchase more spice sometime after sundown on the 1st day of the week, then very early in the morning of the 1st day of the week they went to the tomb and found no body because Yashua had risen from the grave.
In the year 31 A.D. Passover fell on Wednesday. Jesus was crucified that morning and buried that evening. The next day, Thursday, was a High Sabbath. On Friday, after the High Sabbath, the women bought the spices and then rested on the regular Sabbath (Saturday) before going to the tomb on Sunday morning.
This is not supported by the over 11 statements in the Scripture which show Yashua rose on the “3rd day”. The most obvious of these comes from Luke where it shows a couple of Disciples, on the 1st day of the week which was the same day that Yashua rose from the grave, traveling to Emmaus. They specifically state that this 1st day of the week was the 3rd day from Yashua’s crucifixion. This places the crucifixion on Friday.
Luke 24:1-21 Now upon the first day of the week, very early in the morning, they came unto the sepulchre, bringing the spices which they had prepared, and certain others with them……………….. 13 And, behold, two of them went that same day to a village called Emmaus, which was from Jerusalem about threescore furlongs. 14 And they talked together of all these things which had happened. 15 And it came to pass, that, while they communed together and reasoned, Jesus himself drew near, and went with them. 16 But their eyes were holden that they should not know him. 17 And he said unto them, What manner of communications are these that ye have one to another, as ye walk, and are sad? 18 And the one of them, whose name was Cleopas, answering said unto him, Art thou only a stranger in Jerusalem, and hast not known the things which are come to pass there in these days? 19 And he said unto them, What things? And they said unto him, Concerning Jesus of Nazareth, which was a prophet mighty in deed and word before God and all the people: 20 And how the chief priests and our rulers delivered him to be condemned to death, and have crucified him. 21 But we trusted that it had been he which should have redeemed Israel: and beside all this, to day is the third day since these things were done.
I began this article by outlining those six prophetic events in detail. If you will look back at them, you will readily see that they are still unfulfilled. The Jews are still in rebellion against God, they are still caught up in their sins, they are still refusing to accept the atonement for their iniquity, everlasting righteousness has not come to the earth, all prophecy concerning the Messiah has not yet been fulfilled, and "the most holy" has not been anointed.
Assuming the above statement is a correct rendering of the 6 points of Daniel 9 (which of course, I do not agree) , surely it must be admitted that “everlasting righteousness” on the earth and “ all prophecy concerning the Messiah” will not be fulfilled until the end of the 1000 years. This calls into question Mr. Reagan’s interpretation of the 6 goals of Daniel 9 and his belief of their further fulfillment at the 2nd coming.
I do agree with Mr. Reagan that Yashua (Jesus) began His public ministry in 27 AD. I also agree with Mr. Reagan that Yashua is coming again to restore Israel and rule and reign from Jerusalem for 1000 years.
The above criticisms of Mr. Reagan’s work is meant to be taken in the Spirit of brother love and a sincere desire for the truth of the Word’s of YHWH. I will gladly post in their entirety, any clarifications or rebuttals Mr. Reagan is willing to share in response to the above as long as they are not personal and they are related to the subject being discussed. Below are clear Scriptural reference which I believe show that Yashua (Jesus) did in fact fulfill the 6 goals of Daniel 9:24 in His first coming two millennia ago. They need no further comment from me.
